This just means that Home-Sync is unable to back up the file because another application has locked the file for exclusive use. The file will get backed up next time Home-Sync runs and the file has been released, such as at log-in or log-off.
With the favicons example mentioned above, Chrome has the file locked and is preventing Home-Sync from copying the file. This particular file is entirely non-essential, but it will eventually get backed up at some point when Chrome is not running.
You will also get this message with any file that you are currently editing. For example, if you are working on a document in Word, Home-Sync may not be able to copy the file to the server until you close Word, or log off of your computer. This is another reason to frequently log off or restart your computer.
